LA 21 Environment Working Group for Bukit Tengah Area will be organising an Environment Awareness Program on 4th November 2007 (Sunday) at the Juru River Dam area, Time from 8 am to 12 noon.

The program, with its theme “Environment preservation, our shared responsibility”, will be officially launched by Penang State Assemblyman for Bukit Tengah Area, YB Ng Siew Lai. About 500 participants including 150 students from nearby schools are expected to join various activities of the program!

Some of the programme activities are;-

Fishing competition,
Children coloring contest,
Water quality test and EMO “Effective Micro organism” demonstration;
Exhibition,
Quiz contest,
Aerobic exercise,
Lucky draw, etc

LA 21 Pasukan Kerja Cara Hidup Sihat, Keselamatan dan Alam Sekitar Bukit Tengah akan mengadakan satu Program Kesedaran Alam Sekitar di Empangan Sungai Juru pada 4hb November 2007, Hari Ahad jam 8.00 pagi hingga 12 tengahari. Program ini bertema “Pemulihan Alam Sekitar Tangungjawab Bersama” dan akan dirasmikan oleh ADUN Bukit Tengah, YB Puan Ng Siew Lai. Jawatankuasa program menjangkakan seramai 500 peserta/penduduk di sekitar Bukit Tengah termasuk 150 orang pelajar sekolah menengah akan menyertai program ini.

Antara aktiviti-aktiviti yang akan dijalankan adalah ;-

Kualiti Air Sungai Kelang Ubi (Lokasi Jambatan di Kg. Alma)

Nilai pH pada sampel yang diperolehi pada paras 6.3 manakala suhu sampel adalah 28.5C. Ciri fizikal sampel menunjukkan nilai SS yang rendah sebanyak 56 mg/l lebih baik dari Kelas IV, Piawai Kualiti Air Kebangsaan manakala nilai NH3N pada paras 1.4 mg/l adalah rendah jika dibandingkan dengan Kelas IV, Piawaian Kualiti Air Kebangsaan.

Kualiti Air Sungai Rambai (Lokasi Kg Sg Rambai)

Kualiti Air Sungai Rambai dari aspek parameter COD, BOD, SS, NH3N, dan DO. Daripada pengamatan, air Sungai Rambai kelihatan kotor.Sampah sarap terkumpul di dalam Sungai Rambai mencemarkan keadaan fizikal sungai berkenaan.

Nilai pH sampel yang diperolehi adalah 6.8 manakala suhu adalah 29C. Ciri fizikal Sungai Rambai menunjukkan nilai SS adalah rendah pada paras 14 mg/l dan DO adalah tinggi pada paras 4.8 mg/l. Kedua-dua parameter fizikal inilah adalah pada tahap yang lebih baik dari Kelas IV, Piawaian Kualiti Air Kebangsaan. Nilai COD pada paras 14 mg/l adalah didapati tinggi jika dibandingkan dengan sungai-sungai lain. Namun begitu paras ini masih rendah jika dibandingkan dengan Kelas IV, Piawaian Kualiti Air Kebangsaan. Ciri biologi dari aspek BOD dan NH3N juga dianalisa semasa kajian. Nilai BOD didapati rendah pada paras 2.0 mg/l manakala nilai NH3N pada paras 1.02 mg/l adalah lebih rendah daripada Kelas IV, Piawaian Kualiti Air Kebangsaan. Oleh itu, boleh disimpulkan bahawa kualiti Air Sungai Rambai adalah lebih baik dari Kelas IV, Piawaian Kualiti Air Kebangsaan.

Kualiti Air Sungai Juru (Lokasi Titi Panjang)

Kualiti air Sungai Juru adalah pada paras 6.7 manakala suhu sempel air adalah pada 29C. dari aspek cirri fizikal, nilai SS pada paras 32 mg/l adalah rendah dari Kelas IV, Piawaian Kualiti Air Kebangsaan sebanyak 300 mg/l. Nilai DO pada paras 7.4 mg/l adalah lebih baik dari Kelas IV, Piawaian Kualiti Air Kebangsaan sebanyak 2.7 mg/l. Ini menunjukkan Sungai Juru berkemampuan untuk menampung hidupan akuatik memandangkan nilai DO yang tinggi. Dari aspek cirri biologi pula, paras BOD adalah rendah pada 2.0 mg/l dan NH3N pada paras 2.7 mg/l memenuhi Kelas IV, Piawaian Kualiti Air Kebangsaan. Manakala nilai COD sebanyak 7 mg/l masih di bawah Kelas IV, Piawaian Kualiti Air Kebangsaan. Oleh itu, boleh dirumuskan kualiti air Sungai Juru ditempat persampelan adalah lebih baik dari Kelas IV, Piawaian Kualiti Air Kebangsaan bagi semua parameter yang dianalisis.

Kualiti air marin di stesen 200 meter dari muala Sungai Juru

Nilai SS didapati pada paras 120 mg/l manakala dari aspek logam berat, Hg adalah 0.001 mg/l dan Pb adalah 0.03 mg/l. Berdasarkan analisis yang dilaksanakan adalah didapati nilai SS di Kuala Sungai Juru adalah tinggi manakala nilai bagi logam berat adalah rendah dan bersesuaian untuk diklasifikasikan sebagai jenis 2, Piawaian interim Kualiti Air Marin. Oleh itu boleh disimpulkan kawasan ini yang terletak di Kuala Sungai Juru tidak sesuai untuk rekreasi memandangkan nilai SS yang tinggi.

Rumusan

Rumusan daripada kajian ini bahawa kualiti air ketiga-tiga sungai dalam lembangan Sungai juru adalah diklasifikasikan sebagai dalam tahap SEDERHANA TERCEMAR. Indek Kualiti Air (WQI) adalah :-

Sungai Kelang Ubi – WQI 78.9
Sungai Rambai – WQI 67.5
Sungai Juru – WQI 64.7

Namun begitu, mengikut rekod pemantauan Jabatan Alam Sekitar pada tahun 2004, Sungai Juru terutamanya di kawasan hilir Sungai digolongkan sebagai sungai yang TERCEMAR. Punca-punca pencemaran lembangan Sungai Juru pada amnya terdiri dari punca tetap seperti pelepasan dari kawasan perindustrian dandari logi pengolahan kumbaan dan punca-punca tidak tetap seperti air larian dari gunatanah pertanian, kediaman, perdagangan dan perniagaan, industri dan sebagainya. Punca-punca ini berpotensi menjejaskan aktiviti ternakan kerang yang terdapat di muara Sungai Juru.

Kajian Rancangan tersebut menyarankan langkah-langkah berikut bagi mengawal kualiti air sungai di Daerah Seberang Perai Tengah ;

a) semua punca yang menghasilkan pencemaran perlu membina sistem rawatan bagi memenuhi had piawaian yang dicadangkan iaitu;-

Parameter PH -Had piawaian 5.5 – 9.0
Parameter BOD mg/l -Had piawaian 50
Parameter COD mg/l -Had piawaian 100
Parameter SS mg/l – Had piawaian 100

b) semua industri yang menghasilkan pencemaran air perlu menyediakan alat kawalan pencemaran bagi merawat pencemaran air supaya memenuhi had piawai yang ditetapkan.

c) semua kawasan perumahan perlu menyediakan sistem rangkaian logi rawatan kumbahan berpusat dan merawat kumbahan yang terhasil.

d) air basuhan dari semua aktiviti perniagaan yang menghasilkan pencemaran air seperti kompleks menjala makanan, restoran, kedai makanan dan sebagainya perlu dikumpul dan dirawat sebelum melepaskan air basuhan ke dalam parit.

A group of Universiti Malaysia Terengganu (UMT) students comprising 65 of them, who has earlier come to know about Sungai Juru through sungaijuru.com portal, contacted Friends of Sungai Juru expressing their interest to visit the river as one of their destinations during their 3-day visit to Penang. The purpose of the visit is to give exposure to the students as well as to enhance students knowledge on environment management.

On site to receive them are Friends of Sungai Juru and Chairman of Rukun Tetangga Taman Bukit Minyak, Mr Tan Chai Liang who later gave a short briefing about the pollution of Sungai Juru, past activities and programs. A representative from Penang DID also gave a short briefing to the students. Also present at site are Puan Cecelia Wong, a Councillor of MPSP, Mr Chew Eng Seng, officer of MPSP as well as 2 representatives from DID Penang and committee members of Rukun Tetangga Taman Bukit Minyak.

Satu rombongan pelajar dari Universiti Malaysia Terengganu (UMT) telah mengadakan lawatan teknikal ke Sungai Juru pada 13hb September 2007. Rombongan seramai 65 pelajar ini telah menghubungi Rakan Sungai Juru 2 bulan yang lepas dan menyatakan hasrat mereka melawat Sungai Juru setelah mengetahui Sungai Juru dan aktiviti Rakan Sungai Juru melalui portal sungaijuru.com. Tujuan lawatan ini adalah untuk memberi pendedahan kepada para pelajar mengenai pentingnya memelihara alam sekitar supaya dapat memahami dengan lebih mendalam tentang pengurusan alam sekitar.

Ketibaaan para pelajar di Empangan Sungai Juru disambut oleh Rakan Sungai Juru dan Pengerusi KRT Taman Bukit Minyak Encik Tan Chai Liang yang juga telah memberi taklimat kepada para pelajar tentang pencemaran Sungai Juru dan aktiviti yang telah dijalankan.Wakil JPS juga dijemput untuk memberi taklimat kepada para pelajar UMT. Turut hadir dalam majlis tersebut adalah Puan Cecelia Wong, Ahli Majlis MPSP, Encik Chew Eng Seng, pegawai MPSP, 2 wakil JPS Pulau Pinang dan ahli-ahli jawatankuasa KRT Taman Bukit Minyak.

A MULTI-pronged rehabilitation strategy is being adopted to clean up five heavily polluted rivers in Penang.

Sungai Juru, Sungai Prai, and waterways near the Penang Bridge on the mainland, as well as Sungai Tiram and Sungai Pinang on the island have been earmarked for the immediate rehabilitation.

State Tourism Development and Environment Committee chairman Teng Chang Yeow said the state government wanted the dying rivers revived.

“We want the cleaned up rivers to remain clean,” he told newsmen after opening an Awareness and Water Quality Improvement programme at Lorong Kulit, near Sungai Pinang.

The rehabilitation of Sungai Juru and Sungai Prai is handled by the Malaysian Resources Corp Bhd (MRCB) under the Northern Corridor Economic Region programme.

“Sungai Tiram and waters near the Penang Bridge in Prai would be treated with mud balls that cost between RM2,500 to RM3,000 to reduce the unbearable stench. We expect to have the stench re-duced within two to three months,” said Teng, adding a consultant was preparing a proposal to improve Sungai Pinang from Class IV to a better category.

State Drainage and Irrigation De-partment deputy director Mohd Abu Bakar Othman said with effective rehabilitation, Sungai Pinang could be upgraded to Class II (clear water) within five years.

Teng said it would cost RM500,000 to clean up each kilometre of a river using the bio-engineering technique.

“We have not decided if we wanted to adopt the bio-engineering method. Using this technique would be very costly in the long run because we have to fork out so much money every few months to keep the river clean,” he added.

On sources of pollution, he said Sungai Tiram was polluted because of pig farming while the waters around Penang Bridge were polluted because of industrial discharge.

“The Seberang Prai Municipal Council is checking samples collected from 156 factories in the area. Many of the factories are not equipped with suitable-sized containers to treat discharged waters,” he said.

Teng said the Natural Resources and Environment Ministry had allocated RM10,000 to each of the 40 assemblymen in Penang for river cleaning projects.

“Please do not waste the money on t-shirts and meals for river cleanliness awareness campaigns.

“Instead, use it to buy river cleaning tools and equipment to help maintain the cleanliness of rivers.”

PUBLIC level of consciousness on the need to preserve the environment, especially rivers, is still not up to the mark.

Taman Bukit Minyak RT chairman Tan Chai Liang said the people did not see the importance of playing a role and had left it to the government to clean up rivers and protect the environment.

“The environment quiz that my RT is organising did not get encouraging res-ponse from the public despite the publicity, There is also a lack of response to the Sungai Juru website set up to create environmental awareness.

“This only shows the lack of interest in what happens to the environment,” he said.

Tan said a company had given a proposal through the website on ways to rehabilitate Sg Juru by using its technology.

“We do not have the fund to engage the company which is involved in a programme to rehabilitate Sungai Pinang,” he added.

He said he was working closely with the Department of Environment and Seberang Prai Municipal Council to distribute about 5,000 flyers to promote the website among the public.

Some 5,000 forms on the quiz will be given out to students in secondary schools and colleges in Penang next month to encourage their participation.

The public can log on to www. Sungai Juru.com to get more information on the river which has been categorized as a dead river.

It is one of the 15 dirtiest rivers in the country.

Majlis Pelancaran Sambutan Minggu Alam Sekitar Malaysia Peringkat Negeri Pulau Pinang telahpun dilancarkan oleh YAB Ketua Menteri Pulau Pinang Tan Sri Dr Koh Tsu Koon pada 24hb Ogos 2007 di Queensbay Mall,Bayan Baru.

Sambutan Minggu Alam Sekitar Malaysia tahun 2007 bertema “Pemuliharaan Alam Sekitar, Tanggungjwap Bersama” ini diadakan untuk tujuan bagi meningkatkan tahap kesedaran alam sekitar di kalangan masyarakat Malaysia melalui pelbagai aktiviti kesedaran bagi menggalakkan masyarakat untuk lebih prihatin, peka dan bersama-sama memainkan peranan melindungi dan memulihara alam sekitar.

Whislt we were conducting the water monitoring tests, we spotted 2 activities along the river banks there ;-

Angler, Mohamad Syakirin Bin Ismail 24 years old, showing us his catch at Juru Dam – “ikan bulan”.

A scavenger spotted busy salvaging plastic/mineral bottles at garbage site near to the suspension bridge of Juru Dam…..for recycling use !!. Like old newspaper, household plastic /mineral bottles can be collected for recycle and reuse !!

He showed us his collection…..

YB Dato Seri Chia Kwang Chye, deputy information minister of Malaysia cum secretary-general of Party GERAKAN and his entourage was invited to visit Sungai Juru on 12th August 2007 to view for himself the changes that taken place in Kuala Sungai Juru after a long lapse of 30 years after his short stay in Kuala Sungai Juru in the 1970’s. Kg Kuala Sungai Juru, a Malay fishermen village with only 30 houses in the 1970’s, has increased to 103 houses.

The “Program Pemimpin Balik Kampung”, organized by LA 21 Cultural and Tourism Working Group, started off with a cruise visit to the downstream as well as the river mouth of Sungai Juru. Here are the latest views and close up pictures of the riverbanks of Sungai Juru, one of the most polluted rivers in Penang that the fishermen community has been besieged with for more than 30 years.

During his speech, YB Chia called on the relevant agencies to step up effort to curb pollution of Sungai Juru and to use the fund allocation under the 9th Malaysia Plan to rehabilitate Sungai Juru whilst YB Huan Cheng Guan, Member of Parliamen for Batu Kawan who was also present at the same function told the residents there that he will continue to bring up the issue of river pollution in parliamen house.

POLLUTION has taken a toll on the livelihood of 2,000 fishermen in 10 locations in the state, said Consumers Association of Penang (CAP).

CAP president S.M. Mohamed Idris said fishermen in these places claimed their income had dropped from RM100 to RM20 a day because of the pollution.

He said effluents from factories and the destruction of mangrove areas led to the extinction of 25 marine species including 10 types of fishes.

He said that according to Penang Inshore Fishermen Welfare Association (Pifwa), among the popular fishes that had become extinct were the terubok, kedera, senangin, yu, belanak, todak, kurau, tirus, merah and jenahak.

CAP urged the state government, the Department of Environment, the Drainage and Irrigation Department, and local councils to take immediate action to control the pollution at source.

He claimed that Kuala Juru, Changkat, Jelutong and Balik Pulau were the worst hit areas.

He said the affected rivers included Sungai Juru and Sungai Pinang, Sungai Kerian, Sungai Tengah, Sungai Ayer Itam, Sungai Nipah and Sungai Pulau Betong.

“The water in the rivers is smelly and black. Tonnes of garbage are also dumped in the rivers,” he alleged.

Sources of pollution included toxic wastes, fuel discharge, effluents from pig and prawn farms and waste from construction sites, added Mohamed Idris.
